Workmen Unions have cut the coat according to the cloth under 11th BP Settlement.
Some comrades have expressed that increase Rs.155/- per annum in medical aid is humiliating. Comrades have to consider that while distributing the additional load, loading of 2.5% on basic pay is common for all. Rest 12.5% was distributed by workmen and officers as per their priorities. Please try to understand that officer HRA is retained at 7% ,8% and 9% where as it is made 10.25% for workmen. The difference of 3.25% HRA between Officers JM-I and Clerk, at other places, works out to Rs.7,761/- per annum. Therefore by keeping the HRA at 7% like officers, the medical aid could have been raised to Rs.10,116/- for clerks at the initial stage. It might be the priority of AIBEA to get the increase as a part of “ Wage” ( HRA is a part of ‘wage’ as defined under labour laws).moreover amount of HRA increases according to the movement in pay scale every year with annual increment. Most of the expenditure on account of health issues of employees and their dependents are covered by the Insurance policy under Hospitalisation scheme. Medical Aid only supplements non-hospitalised medical expenses. The list of diseases covered under domiciliary treatment has been revised and enlarged. Hence the workmen unions might have chosen to increase HRA instead of Medical Aid. They have cut your coat according to your cloth
