A FLASHBACK:
I joined my bank on 22.09.1969 in area III of an 'A'-Class Bank. The starting basic pay for a non-graduate clerk was just Rs.132/-, as per the 1st Bipartite. Area II staff got two advance increments compared with Area III people. [Later on, in further Settlements the concept of HRA, CCA came into effect and the advance increment practice dropped].
During the 2nd Bipartite Settlement signed on 12.10.1970, the classification of Centers like the area I to III dropped with a uniform pay came into effect. The revised starting basic pay for a non-graduate revised to Rs.170/-. It contained 20 increments. Nothing like a Stagnation Increment at that time.
Now, in the 11the Bipartite, it is Rs.17,900/- for a non-graduate clerk. It now contains 20 increments plus 9 stagnation increments.
HOWEVER, FOR RETIRED STAFF, THE BASIC PENSION REMAINS THE SAME, UNTIL UPDATING OF PENSION DEMAND IS FULFILLED
