About the Scheme
Under the visionary leadership of Mamata Banerjee, Hon’ble Chief Minister, West Bengal, The Higher Education Department, Government of West Bengal has introduced the Student Credit Card Scheme for the students of West Bengal to enable them to pursue education without having any financial constraints. This scheme is designed to support the students to pursue secondary, higher secondary, madrasah, undergraduate and post graduate studies including professional degree and other equivalent courses in any School, Madrasah, College, University and other affiliated institutes within and outside India. Students studying in various coaching institutions for appearing in different competitive examinations like Engineering, Medical, Law, IAS, IPS, WBCS etc, can also avail the loan under this scheme. A student from West Bengal can obtain a maximum loan of Rs. 10 lakhs @ 4% per annum simple interest from the State Cooperative Bank and its affiliated Central Cooperative Banks and District Central Cooperative Banks and Public/ Private Sector Banks. 1% interest concession will be provided to borrower if the interest is fully serviced during the study period. The upper age limit for the interested students has been kept as 40(forty) years at the time of applying for loan. The repayment period shall be fifteen (15) years for any loan availed under this Credit Card including the Moratorium/ repayment holiday. The Higher Education Department of the West Bengal government implemented the Student Credit Card Scheme to provide financial assistance to students to pursue education. - The maximum loan amount offered is Rs.10 lakh.
- Loans are provided at a simple interest rate of 4.00% p.a.
- Borrowers who pay the interest in full throughout the study period will be entitled to a 1% concession.
- The repayment term is 15 years which includes the moratorium/repayment holiday of one year.
- A life insurance policy will be issued in the student's name up to the loan amount. The student is responsible for paying the insurance premium, which may be deducted from their loan account.
Eligibility Criteria for West Bengal Student Credit Card
The eligibility criteria to apply for the West Bengal Student Credit Card are mentioned below:
- You should be an Indian national who has lived in West Bengal for the last ten years.
- You must be aged 40 years and below.
- You must have enrolled for higher education in schools, colleges, universities, madrasahs, and other academic institutions such as IIMs, IIESTs, IITs, NLUs, NITs, etc., in India or overseas.
- You must be enrolled in coaching institutes to appear for competitive examinations like IAS, medicine, engineering, SSC, IPS, etc.

Steps to Apply for West Bengal Student Credit Card
The application process for West Bengal Student Credit Card is divided into two stages. Firstly, you need to register as a student on the official portal. Once you have successfully registered, you can proceed with the online application.
The process for registration is as follows:
Step 1: Visit https://wbscc.wb.gov.in/ and click on 'Student Registration.'
Step 2: Enter your basic information, including your name, gender, date of birth, etc.
Step 3: Enter the institution's name, state, and district.
Step 4: Enter the name and type of programme.
Step 5: Enter your mobile number and email address.
Step 6: Provide a strong password and re-enter it.
Step 7: Click on the ‘Register’ option.
Step 8: You will receive an OTP on your registered mobile number. Enter the OTP to complete the verification.
When you complete registering, you will receive a unique ID. All future communication about the West Bengal student credit card will be conducted using this ID.
To apply for the West Bengal Student Credit Card, follow the steps mentioned below:
Step 1: Visit https://wbscc.wb.gov.in/ and log in to your account.
Step 2: Verify your name, registration number, and contact information on the dashboard.
Step 3: Click on ‘Apply Now.’
Step 4: Enter the requested personal information such as your name, co-borrower/legal guardian's name, father's name, date of birth, etc.
Step 5: If you don’t have a PAN card or an Aadhaar card, you must select 'No' for both. An Undertaking Document has to be downloaded, filled, and submitted in this situation.
Step 6: Enter the details of the co-borrower like their address, occupation, and more.
Step 7: Provide your current and permanent address information.
Step 8: Provide your course information like the course fee, commencement year, loan amount, etc.
Step 9: Enter your bank details as well as the co-borrower's.
Step 10: Click on ‘Edit Loan Application’ to make modifications to the application.
Step 11: Click on ‘Save & Continue’ to proceed without making any changes.
Step 12: Upload scanned copies of the requested documents.
Step 13: Authorise the application by clicking the 'Save & Continue' button.
Step 14: Verify your application details before clicking the 'Submit Application' option.
Step 15: Confirm your request for submission.
After the application has been verified, the Higher Education Department of West Bengal will send it to the bank for credit card issuance and loan approval. A physical card will be issued by the bank in accordance with Reserve Bank of India (RBI) guidelines.
