WITH NEGATIVE GROWTH WEAK PUBLIC SECTOR BANK DISCOURAGING TERM DEPOSITE FROM PUBLIC

The weak public sector banks (PSBs) have been discouraging term deposits because of lower capital in their balance sheet, according to market experts. There are close to a dozen banks that are either part of the Reserve Bank of India's (RBI) prompt corrective action (PCA) plan or have just come out of it. 


These weak banks have higher non-performing assets (NPAs), falling profitability and lower capital levels in the books. The negative growth numbers under the term deposits are visible in some of the banks. 

The weak PSBs, which saw negative growth in their term deposit growth in the just concluded fiscal 2018-19, are Allahabad Bank, Corporation Bank and IDBI Bank.

The IDBI Bank, where LIC has taken a majority stake, has seen an 8 per cent fall in its term deposits from Rs 1,55,830 crore in 2017-2018 to Rs 1,41,760 crore in 2018-2019. Allahabad Bank saw its term deposits fall by 6 per cent from Rs 1,15,185 crore to Rs 1,08,264 crore in the same period. Mangalore-based Corporation Bank has also seen a de-growth of 2.27 per cent from Rs 1,29,193 crore to Rs 1,26,261 crore. 

However, the savings and current account deposits, which are low cost, have remained a focus area for the banks.

BIPARTITE UPDATE AS ON 19.06.2019


Today (19.06.2019), leaders of UFBU unions had wage settlement discussion with IBA. The officers' associations AIBOC and NOBO did not participate in the meeting. In the absence of major officers associations, IBA asked Award Staff Unions to continue the discussion. The following are the points discussed.

1. UFBU discussed mandate issue up to Scale 7 andserved a letter to IBA in this regard.

2. UFBU discussed five days week.

3. UFBU discussed on Pension revision.

4. With regard to medical insurance-related issues, the matter will be discussed in the upcoming Managing Committee meeting to be held on 24th June and the outcome will be communicated to unions separately.

5. After lunch, a short committee of IBA discussed on medical insurance on problems n suggestions so that problems can be resolved n next insurance should be more transparent.

6. Meanwhile, a separate meeting of UFBU of award staff held for these issues.

Next negotiating meeting expected to be held shortly

Today's Talks

As per Invitation from IBA, today, i.e., on Wednesday, *19 June 2019* talks on XI Bipartite Settlement between IBA and *Bank Karmachari Sena MAHASANGH* were held at IBA office, Cuffe Parade Mumbai.

After about four months of summer of stopover or breakdown in talks today monsoon was expected to arrive. But like real rainy season this monsoon too is delayed. There were just a few pre monsoon showers.

*Actually nothing worth mentioning has happened today.*

"United Forum of Bank Unions" delivered a letter addressed to IBA & Negotiating Committee to discuss/negotiate for all officers upto scale VII."

Earlier IBA was firm on talks only upto scale III. Now it is ready to extend them upto sc. V.

Officer's bodies AIBOC & NOBO continued their boycott due to fractured mandate. They want to extend the sphere upto sc. VII as usual.

Award Unions showed willingness to continue discussions.

There was general discussion on Improvement in Family Pansion and Pension Revision. But IBA showed it's inability to commit anything in this regard. They have mandate to talk for working employees and not for those retired.

Possibility of 5 day week was just touched.

Shortcomings in Medical Insurance Scheme were brought to notice of IBA by Unions.

IBA representatives want to take up these issues in IBA's forthcoming Managing Committee Meeting scheduled on 24 June. At that meet date for next round of Bipartite talks may be decided and then conveyed to Unions.

After Lunch there was informal meeting between Unions and IBA on Medical Insurance Scheme. Unions brought on record various hardships faced by employees and pensioners. It was long list of common problems. A few suggestions such as removal of GST from Medical Insurance, improvement in infra structure of Insurance Cos., Unaffordable premiums paid by Retirees, holding periodical Review Meetings at major centres, cashless settlements, delay in forwarding claims by Banks etc. Discussion was good. But No decision.

Let us hope for better next time.

Dear friends,

It is surprising that a land mark judgement delivered by the Supreme Court of India on 01 07 2015, Civil Appeal no. 1123 of 2015 has gone unnoticed and except for a brief letter from Shri S R Sen Gupta to IBA, no other union has taken any steps. The salient features of the judgement:

1. The bench has authoritatively ruled that Pension is a right and the payment of it does not depend upon the discretion of the Government. Pension is governed by rules and a Government Servant coming within those rules is entitled to claim pension.

2. The judgement has recognised that the revision of pension and revision of pay scales are INSEPARABLE.

3. The bench has reiterated that on revision the Basic pension cannot be less than 50% of the Basic Pension in the minimum of the Pay Band in the revised scale corresponding to the pre-revised scale.

4. The government CANNOT take a plea of financial burden to deny legitimate dues of the pensioners.

5. The Government SHOULD AVOID unwarranted litigation and not to encourage any litigation for the sake of litigation.

6. When pension is upheld to be a right and NOT A BOUNTY, as a corollary to the averment that revision of pension and revision of pay scales are INSEPARABLE, upgradation of pension is also a RIGHT AND NOT A BOUNTY.

THE JUDGEMENT IS BASED ON THE DECISION ON D S NAKARA CASE.

The judgement is very clear and I wonder how no one has noticed the important aspects and why no one has taken up the matter with the Govt.

Why no one has reacted to the judgement is surprising and perplexing.

Drama continues between AIBEA/AIBOA and AIBOC

Though the meeting for wage revision talks is fixed by IBA for 19th June,General Secretaries of AIBOC and NOBO have already written to the convenor,UFBU on 14th June expressing their inability to attend the same till
their issues on mandate etc are not sorted out by IBA.
Hence delay in the process may take place as well as resolution of issues if any.

it is a mystery as to why AIBEA is against the updating of pension

It's a forward I received but thought provoking.
Friends,
I am sorry to say that Mr Venktachalam , the general secretary of AIBEA has been continuously mischieviously pleading the lame excuses of banks and IBA that the banks have no funds to consider updating of pension and family pension.
We are in a fix to decide whether Venktachalam is the general secretary of giant trade union like AIBEA having a historical background or is a broker of IBA. He must understand that payment of pension and its updating is statutory obligation of the banks and it cannot be linked with profitabity or affordability. The pension regulation nowhere speaks of any condition of affordability and as such IBA and AIBEA are committing a sinful act. There is no such pension scheme in any sector of employment which restricts updation. If at all, it requires, the insertion of such updation clause can be ensured through a joint note as was done for second option for pension. Moreover, without updating clause, the pension regulation is an incomplete document and it is the responsibility of AIBEA and AIBOC to complete it.
Mr Venktachalam is playing in the hands of IBA and banks, obviously due to his vested interest. Moreover, it is also a mystery as to why AIBEA is against the updating of pension when the fact is that it enjoys the credibility of introducing pension scheme in banking industry. Mr Venktachslam is held responsible for earning a bad name for AIBEA and will always be remembered as villain by the retirees. Even the employees who will be retired in the near future will also be a victim of the heinous act of Mr Venktachalam .
While concluding, I would like to call upon Mr Venktachalam to obtain the detail of Pension Fund Trust of all banks and issue a white document on *so called non affordability*
