Now, today i.e. on 30.09.2016, CPI for the month August'16 announced as 6345.60 On assumptions that CPI slighltly vary   for the next one month month i.e.  Sep'16, in that situation the expected (tentatively) increase in DA Slabs comes to 28 slabs for the month of Nov'16 - Jan'17, the expected DA payable in terms of percentage is as under :-
Calculate Expected DA payable:- The tentative percentage of increase in DA is 2.8% for the month of Nov'16 - Jan'17. The total tentatively revised DA slabs would be 483 on assumptions as above for this period and total percentage of DA payable would be 48.30%

12 Lakh Railway Employees To Get 78-Day Wages As Bonus




Government on Wednesday gave approval to pay 78-day wages as bonus to railway employees, the same for the fifth consecutive year.

The Cabinet meeting chaired by Prime Minister Narendra Modi approved the pay productivity-linked bonus (PLB) equivalent to 78-day wages to eligible non-gazetted railway employees (excluding RPF/RPSF personnel) for the financial year 2015-16.

Productivity-linked bonus is paid to about 12 lakh railway employees each year before the Dussehra festival. 

Eligible employees would be entitled to more than Rs 18,000 under the approved 78 days' wage PLB for 2015-16.

The approval entails a financial implication of approximately Rs. 2090.96 crore to Railways Payment of PLB would result in motivating a large number of railway employees to improve the performance of the Railways and enhance the productivity levels further besides maintaining industrial peace.

In 2011-12, 2012-13, 2013-14 and 2014-15 also, 78-day wages were also given as PLB to railway employees.


"We have demanded 78-day wages as productivity-linked bonus (PLB) for railway employee this year. We are happy that government has agreed to our proposals," National Federation of Indian Railwaymen General Secretary M Raghavaiah said.

Welcoming the decision, All-India Railwaymen's Federation General Secretary Shiv Gopal Mishra said the bonus will motivate the employees to improve the financial position of the public transporter.

Mishra said, "Since the PLB ceiling has been revised to Rs. 7000 from Rs. 3500, we expect each employee will get double the amount as against the last year's bonus."

Last year, the minimum bonus paid was Rs. 8,975 per employee.

PLB covers all non-gazetted railway employees (excluding RPF/RPSF personnel) spread over the entire country.

Railway's PLB scheme came into effect from 1979-80 onwards. It was evolved in consultation with the two recognised federations -- the AIRF and National Federation of Indian Railwaymen. The scheme envisages a review every three years.

Never thought that we will be writing this article.  We were fighting for our (Bankers in service ) benefits while in service  with government and IBA. There are organisations  as well as individuals fighting (struggling )for the welfare of the retirees.  But we are leaving one class (i.e deceased employees and their families) who can’t speak for then selves or  lobby for their demands and its time to speak up or them.
We did witness a few sorrow demises of our young colleagues.   We were silent spectators for the ordeals their families have to go through  the difficult times.
Adult mortality rate in india as per the census is  3.6% Per annum ( Aged 15 to 29 ) and it goes as high as 52.6% when it comes to age of 30 to 69 years. It’s a tad higher when it comes to Banking Industry.
The following are the   benefits available to the family members of a deceased employee
  1. SPF or NPS amount.
  2. Leave Encashment.
  3. Benefits from benevolent funds of unions and societies.
  4. Group Insurance policy of banks.

The benefits of group insurance changes from bank to bank.

Normally bank employees are known for their indebtedness. We take each and every possible loan. Thanks to the management for their generosity in increasing the Housing Loan and Vehicle loan quantum. We were indebted for eternity.  The following are the normal loans that each and every employee avails, and the probable monthly instalment.

All the above loans are common for a middle aged bankers.  Now with reduced eligibility in total service even the officers with service of less than 3 years are eligible for all the loans.

It is very clear from the above tables that the family will be virtually on roads, if the employee is under insured.
Now lets see some of the welfare measures/policies  by different banks.
The best is  the Liability insurance for all the loans availed by staff.  In case of any unforeseen event the total liability will be cleared by the insurance companies.   In some banks the cost is totally borne by the banks.
In some banks it is compulsory but the premium is to be paid by the employees them selves.
But in majority of the banks there are no such compulsions and it is totally voluntary.

Now we suggest the following and should be our demands for the upcoming Eleventh Bipartite Settlement.
  1. All the loans should be covered under the liability insurance and the premium should be borne by the bank.
  2. For all the employees Term Insurance policy should be mandatory to the extent of 120 times of their monthly gross salary.  The premium should be paid by the bank.

Talks between bank managements, union fail

Discussions between the managements of the State Bank of India (SBI) and the five associate banks with the unions under State Sector Bank Employees Association (SSBEA) in Mumbai ended in a stalemate with managements and unions sticking to their respective positions.
The SSBEA protested against violating bipartite settlements and unilateral changing of settled service conditions in the name of ‘Career Progression Scheme.’
“Such steps from the managements were highly improper and illegal,” said K.S. Krishna, General Secretary, SSBEA.
Centre’s stance
The Union government in the Lok Sabha, Indian Banks’ Association (IBA), and the Chief Labour Commissioner had clarified the position that all banks, including associate banks, could not violate bipartite settlements, he added.
The SSBEA urged upon the managements to hold constructive dialogues to arrive at mutually agreeable service conditions. It also demanded absorption of all casual and temporary employees who have been working with the associate banks for long.
To this demand, “the management approach was not positive,” said Mr. Krishna. With regard to the demand for implementation of the Union government directive relating to compassionate ground appointments and revision of staff housing loan, the managements were non-committal, he added.
“The managements sought time and further discussions. Hence the talks were inconclusive.”
Strike as scheduled
As decided earlier Raj Bhavan marches in States and dharna in Delhi on October 24 will be conducted by the union.
Meanwhile, the SBT Employees’ Union has decided to raise the issue of absorption of temporary employees before all political parties of the State.
Unions are going ahead with agitation programmes, including dharna by the casual and temporary employees and their families at State capital on October 2.

Grauity ceiuling enhanced from 10 lak to 20 lak see circular

Gratuity ceiuling enhanced from Rs. 10 Lakhs to Rs. 20 Lakhs from 1st January 2016. Gazette Notification No. 38/37/2016-P&PW(A) Dated 04.08.2016 published. 

The text in Item No. 8 of the Notification is as follows:

Gratuity Ceiling & its Indexation 

The Commission recommends enhancement in the ceiling of gratuity from the existing Rs.10 Lakhs to Rs. 20 Lakhs from 01.01.2016. The  Commission further recommends the ceiling on gratuity may increase by 25% whenever DA rises by 50%. 

Decision of Government: Accepted.
