Bank Da Increase Only 61 slab Price Index down by 1.70 point from last month even Onion Rs 100 per kg

Today i.e. on 31.10.23 Govt declared CPI for the month of Sep'23 as 137.50 which is decreased from 139.2 points from the previous month i.e. Aug'23. Decrease in CPI data, as declared by the Govt, shows from their records the inflation has cooled down significantly in Sep'23 from the last month. Bankers DA calculator is updated hereunder accordingly. Earlier the Govt vide their notification dated 22.10.20  has changed the Consumer Price base year from 2001=100 to 2016=100 for Industrial Workers.

On the basis of CPI data announced by the Govt for the months of Jul'23 to Sep'23 (as tabled below) there will be an increase of 61 DA slab and the revised DA slabs payable for the period Nov'23 to Jan'24 comes to 693 as per 11th BPS

The recent conversion between Infosys founder NR Narayana Murthy with former Infosys CFO Mohandas Pai in a YouTube show divided netizens and drew sharp backlash from employees across India after Narayana Murthy mentioned that today’s youth must work for 70 hours a week to help India compete with developed countries like China.


Soon after the show aired, it became viral quickly with people highlighting that IT companies in India have simply become sweatshops where employees are expected to work for 70 hours a week but the salary is kept the same. Many pointed out that the starting salary package of Infosys is still Rs 3.5 lakh per annum and hasn’t changed much in decades despite inflation, pandemic and general increase of costs of living.

On the other hand, a lot of people highlighted that working for 70 hours a week will drain any employee physically, mentally and the person will have no personal time for family and self improvement. Considering most IT companies in India follow a 5-days work in week rule, this means employees may have to stay 14 hours in the office. Considering the travel time for work, anyone would easily spend around 16 hours a day at work, barely leaving 5-6 hours for sleep.


Narayana Murthy claimed that the work productivity of Indians are among the lowest in the world and unless Indians improve productivity, reduce corruption in government departments and reduce delays in bureaucratic decision-making, India may not be able to compete and use the potential of the youngsters to the fullest.


77-years old Murthy said in the show, “So therefore, my request is that our youngsters must say, ‘This is my country. I’d like to work 70 hours a week.’"


Now, coming to the question- is working for 70 hours a week the only way to be at the top? Forbes has come out with the “World’s Best Employers" report and among the top 15 best tech companies to work, none of them have a requirement to work for 70 hours.

According to Forbes World’s Best Employers report, the 15 best tech companies of 2023 has mandates the maximum official work hours for employees at 45 hours a week. Going by Reddit posts, in some crucial situations for few roles where work pressure is more, the maximum work hours that employees usually clocked for a 5-days work week was around 52  


Here’s the list of 15 Best Tech Companies Of 2023, according to Forbes.


Samsung Electronics: Official work hours are 45 hours a week.

Microsoft: The minimum requirement is around 40 hours a week.

Alphabet: 8 hours a day and 40 hours a week.

​Apple: 8 hours a day and 40 hours a week. Some employees may work for less than 8 hours a day while few may have to put in around 10 hours, depending on the role.

IBM: 8 hours a day.

Adobe: 8 hours a day and 40 hours a week.

Cisco Systems: According to a statement, “Working hours should not exceed the maximum set by local by law. Further, a workweek should not be more than 60 hours per week, including overtime, except in emergency or unusual situations, and all overtime must be voluntary. Workers should not work more than 6 consecutive days without at least one day of rest."

Dell Technologies: 8 hours a day and 40 hours a week.

PayPal: 8 hours a day. However, some employees reported that its usual to work around 9 hours a day.

Sony: 9 hours a day and 45 hours a week.

Intel: 40 hours a week is the minimum expectation.

Siemens: Anywhere between 40 to 50 hours a week as per requirement.

Amazon: A fixed minimum of 40 hours a week is required.

Netflix: 8 hours or less and there’s no 9 to 5 schedule.

Oracle: 8 hours or less with a minimum requirement of 20 hours a week.

Sir,

1 am directed to refer to this Ministry’s letter No., 1(6)/2021- D(Pay/Services) dated 10 Apr 2023, on the subject cited above and to say that the President is pleased to decide that the Dearness Allowance payable to Armed Forces Officers and Personnel Below Officer Rank, including Non-Combatants (Enrolled), shall be enhanced from the existing rate of 42% to 46% with effect from 01.07.2023.

2. The term ‘basic pay in the revised pay structure means the pay drawn in the prescribed Level in the Pale Matrix as per 7th CPC recommendations accepted by the Government, but does not include any other type of pay like special pay, etc.

3. The Dearness Allowance will continue to be a distinct element of remuneration and will not be treated as pay within the ambit of Pay rules of Defence Force Personnel

4. The payment on account of Dearness Allowance involving fractions of 50 paise and above may be rounded to the next higher rupee and the fractions of less than 50 paise may be ignored.

5. This letter issues with the concurrence of Finance Division of this Ministry vide their Dy. No. 245/A G/ PD/ 2023 dated 23.10.2023 of RF No-2(2)/2021-AG/PD based on Ministry of Finance (Department of Expenditure) 0.M No.1/4/2023-E-II(B), dated 20th Oct 2023

COMPENSATION OF RS.100 PER DAY SHALL BE PAID BY CREDIT INSTITUTIONS AND CICS FOR DELAYED UPDATION/RECTIFICATION OF CREDIT INFORMATIO

 The Reserve Bank of India Thursday (October 26, 2023) released the framework for compensation to customers for delayed updation or rectification of credit information by credit institutions (CIs) and credit information companies (CICs).

The compensation framework will come into effect six months from the date of this circular, the Reserve Bank said and directed CICs and CIs to put in place the necessary systems and processes to implement the compensation framework within this period

The RBI further said the date of the resolution of the grievance shall be the date when the rectified Credit Information Report has been sent by the CIC or CI to the postal address or email ID provided by the complainant, the circular read.

As per RBI circular, complainants shall be entitled to a compensation of ₹100 per calendar day in case their complaint is not resolved within a period of thirty (30) calendar days from the date of the initial filing of the complaint by the complainant with a CI/ CIC. The compensation amount will be credited to the bank account of the complainant within five working days of the resolution of the complaint, the RBI said.

“Credit Institutions shall pay compensation to the complainant if they have failed to send updated credit information to the CICs by making an appropriate correction or addition or otherwise within twenty-one (21) calendar days of being informed by the complainant or a CIC,” it said.

Similarly, a Credit Information Company (CIC) shall pay compensation to the complainant if the CIC has failed to resolve the complaint within thirty (30) calendar days of being informed by the complainant or a CI, despite the CI having furnished the updated credit information to the CIC within twenty-one (21) calendar days of being informed by the complainant or the CIC, as per the framework.

The complainant shall be advised by the CI/ CIC of the action taken on the complaint in all cases, including the cases where the complaint has been rejected. In cases of rejection, the reasons for rejection shall also be provided by CI and CIC.

According to the framework, where the grievance or complaint involves inaccurate credit information provided by more than one CI, the complaint will be registered by the complainant with the concerned CIC, which will coordinate with all the CIs concerned and furnish the complainant with a comprehensive resolution of the grievance.

The compensation to be provided by the CICs/ CIs to the complainant (for delayed resolution beyond thirty (30) calendar days of filing the complaint) shall be apportioned among the CIs/ CICs concerned proportionately.

In today's bipartite talks between IBA and UFBU, IBA made an offer of 15% increase in payslip cost towards wage revision. We could not agree to this and urged iba to improve their offer. Further discussions to continue. Circular follows.

12th Bipartite DA Merger Formula - Committee Created

As per the instructions of the IBA 9th Joint note, a committee was created to discuss the Dearness Allowance merger formula for the 12th BPS Salary revision. The committee will discuss the demand for :

1. New DA formula after merger 8088 points

2. Impact on Cost of Calculation as per CPI 

It is for the betterment of all banks to settle the 12th Bipartite Wage Revision before upcoming elections.

   XII BIPARTITE SETTLEMENT
*Core Group (Officers) Meeting*

Chairman of Core Group (Officers) Committee Shri Om Prakash Mishra, DMD - HR & CDO - SBI held Meeting of the Group with the representatives of Officers' Associations for further discussion on the Charter of Demands at Committee Room of IBA, World Trade Center, Cuffe Parade, Mumbai - 400 005.

The Meeting took place on Wednesday 25 October, 2023.


The Discussions :
÷÷÷÷÷÷÷÷÷÷÷÷÷÷
1) Demand for all existing Stagnation Increments upto scale V should be converted to regular Increments after one year from reaching max of the scales. With it removing present anomaly in Fitment on Promotion. IBA could not consider it favourably to encourage career building and promotions. However, depending on cost factor, IBA may revisit this demand.

2) Demand for Merger of present 8 scales to be reduced into two scales was rejected by IBA.

3) In line with the provisions of Award staff, Officers should also be given one Increment for passing JAIIB and *two Increments for passing CAIIB* was agreed for consideration by IBA.

4) Demand for de- freezing FPP was dropped due to it's effect on cost.

5) PQP : Instead of consolidated amount demand was put for 1 & 2 Increments respectively for JAIIB and CAIIB passing. IBA showed positive signal.

6) IBA has not agreed for Introduction of self lease for Officers.

7) Closing Allowance to be enhanced and paid quarterly - thus demand will be discussed further. IBA may consider quarterly closing allowance of ₹ 1500.

8) Areas declared as SEZ/ NEZ/ EPZ - the branches coming under these areas should be treated on par with Metro Centres for all Allowances and perquisites. IBA is studying this demand.

9) IBA has agreed in principle - introducing incentive for Rural and other sensitive/ difficult areas.

10)  On Officer's demand for removal of restrictions of minimum of 7 days for Officiating in higher grade and rationalised formula for Computation of Officiating Allowance, IBA has asked Associations to suggest formula.

11) For various Demands of improvements in Leave Rules, IBA has formed a separate Sub Committee on Leave matters.

12) IBA may consider following Demands with logical conditions :
a. Revision of Conveyance allowance to special employees.
b. FULL Pension to Physically Challenged employees at 50% of pay irrespective of service rendered.
c. Visually impaired employees should be permitted an escort for availing LFC. The entitlement of escort will be same as the employee (like in RBI)

13) WOMEN :
Demand for special provision for Women employees with regard to placement and Postings,  creche facility as per Govt guidelines/ reimbursement of Fertility Treatment and additional Leave/ flexible timings/ work from home, children Leave as applicable in Central government.

IBA has informed that Govt Advisory is already issued.

14) IBA agreed to take up the demand for Appointment on Compassinate grounds to be completed within six month period.

15) IBA will ask DFS to examine guidelines for implemention in all Banks- Fitment Formula for Ex Servicemen.

16) Compensation for late sitting. Banks will be asked to submit data. Unions are asked to submit suggestions.

17) Unions' demand for payment of lumpsum amount on transfer may be considered favourably.
